Fill the 9 gallon jug. Pour 4 gallons from the 9 gallon jug into the 4 gallon jug. Dump the 4 gallon jug. Pour another 4 gallons from the 9 gallon to the 4 gallon jug. That leaves 1 gallon in the 9 gallon jug. Dump the 4 gallon jug and pour the 1 gallon into the 4 gallon jug. Fill the 9 gallon jug again and pour 3 gallons into the 4 gallon jug to fill it.
